How does the NFL decide which team gets favored in a game?

Obviously the refs go into a game with direction to influence the game for one team or another. Do owners buy victories or does the NFL fix the games to create better storylines? Maybe they do both? For example, Brett Favre has obviously been favored this year (a great storyline) but the Vikings lost against the Steelers and that game was obviously fixed.

  2. whichever owner kicks in the most money in the slush fund for the refs gets the calls
  3. The games aren't fixed and decided, well they might be fixed, but oddsmakers in vegas decide who is favored decided by stats and players. Just because a team is favored, doesn't mean they always win, just look at this last weekend, alot of the underdogs won.
  4. the NFL doesn't decide who is favored, Vegas does based on the betting public
  5. usually its based on how well they're doing statistically that season
