How come when the ball hits the deck in Gridiron, it's not play on?

When they throw the ball down the field and the guy spills the ball, how come the opposition, or his team mates, can't pick up the ball and play on. They seem to stop and talk about it for two minutes and do it again. Wouldn't it be better if it was play on?

  1. Because it's an incomplete pass. If they were to just play on, it would turn into rugby.
  2. Its considered an incomplete pass. Only can pick it up if they fumble the ball and its still in play. Picking up dropped passes will totally change the game of football
